Howard Park and Gardens was originally opened in 1911, with two hand-dug pools connected by a small stream. The area became a paddling pool in 1929. 
In November 2010 a £2.7-scheme began to re-landscape and renovate the park, and the Ball Memorial Gardens alongside. The area reopened in stages, starting with the Ball Memorial Gardens, from November 2011, but whole scheme was Officially opened on 26th May 2012.
