Herts election 1865

The Herts election of 1865 was fought between 4 candidates : The Hon. Henry Cowper, Liberal, and three Conservatives, Sir Edward Bulwer Lytton, Abel Smith esq and Henry Edward Surtees.
At that time the leading supported of the two sides organised themselves into large ‘commiittees’, which were more like mass meetings. The members of the committees consisted only of the more prominent suppporters of the two parties within the county.
