William Powell’s Charity owns and maintains two one bedroom semi-detached almshouses. The datestone on the building says ‘William Powell’s Trust 1938’; Wittering gives a date of 1934. The residents were to be persons in need, hardship or distress, of good character, resident in the city and district of St. Albans.

The Charity was registered with the Charity Commission in 1962. The current scheme dates from January 2006, following a previous scheme from 1978. A linked charity, Miss Emily Astin, was also registered in 1962 but removed in 1995. The interest from what was provided was to be used for the benefit of the almshouses.

The Charity is affiliated to the Almshouse Association.
